I found this packet loss by running ping commands to google, att, and yahoo as well as tracerts to those locations as well and the first hop always fails regardless of how I'm connected. However, if I change the packet size to a larger size using the ping command the packets get through with no issue.There are two different AT&T outage maps. One here and one here.
