This Booming Blade appears to use your action to cast it, like most spells and the original in 5e. The Rogue's Sneak Attack can actually be implemented on ANY attack they make in a turn. It isn't just an ability that uses an Action. You can alter how your Sneak Attack triggers in the "Reactions" menu..
